POS Total Does Not Match the VAT Return: 4 Steps to Reconcile Line 45 (2026)

What should you do if the POS Transaction Information screen launched by the Turkish Revenue Administration on 11.08.2026 does not match line 45 of VAT Return No. 1? This four-step guide helps you reconcile the difference in your books and prepare for the 30-day explanation period under TPC (VUK) Art. 370 if the tax administration invites you to explain.

POS Total Does Not Match the VAT Return: 4 Steps to Reconcile Line 45 (2026)

The answer in 60 seconds

  • On 11.08.2026, the Revenue Administration announced the Financial Information / POS Transaction Information screen in the Digital Tax Office. It provides visibility into existing data; the announcement itself does not create a new obligation.
  • Line 45 of VAT Return No. 1 is not the taxable base. It reports the VAT-inclusive amount collected by credit card. The consideration in VAT Code Art. 20 is not the same concept as the method of collection.
  • A difference may result from the POS transaction date, a separate credit-card collection in another period, a refund, a commission, settlement timing, or record matching. Classify every difference with documents.
  • Revenue Administration guidance treats line 45 as supplementary information for audit purposes. The difference itself does not automatically cause a penalty, but the administration may ask for an explanation if it cannot be reconciled.
  • If an invitation to explain arrives, TPC (VUK) Art. 370 provides 30 days. If the explanation is insufficient and a tax-loss return must be filed or corrected, the return must be filed or corrected and the assessed tax plus the explanation surcharge calculated at the Law No. 6183 Art. 51 rate must be paid within a further 30-day period after notification of the decision. If these conditions are met, the administration applies the tax-loss penalty at 20%.

Regulatory note: The linked 2025 documents on physical and virtual payment systems are draft texts published by the Revenue Administration. They are not, by themselves, evidence of an instrument in force. Before implementing a transaction, verify the final text, communiqué number, effective date, and transition provisions in the current Official Gazette, legislation database, and Revenue Administration records.

A recurring practical question is: “The POS Transaction Information total in the Digital Tax Office does not match line 45 of my VAT return. Does that mean a penalty?”

The difference does not automatically mean a penalty. According to the Revenue Administration’s VAT Circular No. 60, line 45 is information used for audit purposes and is unrelated to assessment or accrual. The difference among POS transaction data, sales documents, and accounting records must nevertheless be explainable, and the tax office may request an explanation.

This guide sets out four steps for closing the difference in the accounts before an enquiry and preparing for the 30-day procedure if the administration issues an invitation to explain. The examples use the August 2026 VAT return, and the legal references reflect the position checked in 2026-10.

1. Start with the screen: what it shows and what it does not

The Revenue Administration’s short announcement dated 11.08.2026 states that a new service has been added to the Digital Tax Office and that taxpayers can view their data under Financial Information / POS Transaction Information. It does not explain in detail which transaction types, dates, or data sources the screen covers. The fields should therefore be checked against reports from the bank or payment-service provider.

Three points matter:

  • The screen does not calculate the taxable base. Confirm what the displayed date and transaction type represent by using the provider’s report. The legal nature of the transaction determines the document and VAT period; the date shown on the screen is not sufficient by itself.
  • Do not treat the screen total automatically as revenue or as the line 45 amount. Separate the transaction types according to the current definition of line 45. A debit-card, prepaid-card, or other payment shown on the screen should not be assumed to fall within line 45. Confirm the result with the sales document, provider report, and accounting record.
  • The launch of the screen does not itself create a new tax or reporting obligation. An obligation must rest on legislation in force. TPC (VUK) Art. 134 defines the purpose of a tax audit as investigating the accuracy of taxes due.

2. What line 45 is — and is not

Line 45 appears in the “Other Information” section of VAT Return No. 1. VAT Circular No. 60 describes it as the “VAT-Inclusive Consideration for Supplies of Goods and Services Collected by Credit Card” and explains that it is audit information unrelated to assessment or accrual. VAT Code Art. 20, by contrast, defines the taxable base as the consideration for the transaction; the collection method is not part of that definition.

The line reports VAT-inclusive amounts collected by credit card in the relevant tax period. If consideration for an earlier supply is collected through a separate credit-card transaction in a later period, VAT Circular No. 60 and Revenue Administration ruling record 26226 indicate that the collection is considered on line 45 for that later period. The cardholder’s instalment payment to the bank or the bank’s deferred or blocked settlement with the merchant is not a new POS charge. Confirm transaction type and date from the payment-provider record.

The fact that line 45 and the taxable base are not equal does not prove an error: one tracks credit-card collections, while the other tracks consideration for the taxable supply. A taxpayer should support an explanation based on timing, refund, commission, or third-party collection with documents. Where the explanation relies on a situation inconsistent with economic, commercial, or technical requirements, or abnormal for the event, TPC (VUK) Art. 3/B places the burden of proof on the party asserting it. This rule does not automatically shift the burden to the taxpayer for every POS/line 45 difference; documented reconciliation nevertheless remains important in practice.

The screen introduced in August 2026 can therefore serve as an extra pre-filing reconciliation point. Because the announcement does not disclose the data scope, compare each item with the provider’s report. Regular cross-checking helps identify mismatches among the data shown to the taxpayer, provider records, and the accounts before the administration asks questions.

3. A difference typology: 7 common causes

Use the following headings as review questions, not as automatic conclusions:

#Cause of differenceTypical indicatorAccounting response
1An earlier-period sale collected by a separate credit-card transaction this periodPOS date follows invoice dateMatch to the invoice and receivable
2Instalment, settlement, or blocked-payment confusionCard statement or bank credit date mistaken for POS dateUse the original POS date and total charge
3Refund, cancellation, or chargebackSale and refund/cancellation fall on different dates, or only a chargeback record existsReview VAT Code Art. 35 and document conditions; a chargeback alone may not establish a base adjustment
4POS commissionGross card charge differs from net bank receiptRecord expense and tax treatment according to the provider’s document
5Collection through another person’s POSMissing from your screen and present on the POS holder’s screenProve the true nature under TPC (VUK) Art. 3/B
6Virtual POS versus physical POSPeriod-end cut-off mismatchIdentify the POS source and related invoice
7Cash-register/POS matchingReceipt, POS slip, and accounting voucher do not matchReconcile by transaction number and date

Two causes deserve particular attention.

Timing (difference #1): If an open receivable from a July sale is collected through a new credit-card charge in August, the sales document belongs to July and the credit-card collection to August. By contrast, the cardholder’s August instalment payment for a credit-card sale charged in July is not a new POS transaction. Use the provider’s transaction record, not the card statement or bank settlement date.

Commission (difference #4): If TRY 100,000 is charged to the card and TRY 98,000 reaches the bank after deductions, the credit-card collection and bank movement are different amounts. Applying VAT Circular No. 60, line 45 tracks the VAT-inclusive amount charged to the card; the TRY 2,000 deduction is assessed separately with its supporting document. Do not assume VAT or Banking and Insurance Transactions Tax treatment without checking the provider’s status and document.

4. Close the difference in the books — 4 steps

The objective is to classify mismatches among POS data, documents, and accounting records before the administration requests an explanation.

Step 1 — Obtain and align the data by transaction date. Obtain the POS Transaction Information output or screen record, the bank or payment-provider report, and movements in accounts 102, 108, and 120 for the same period. Match each card movement by POS transaction number and date; retain settlement and bank-credit dates in separate columns.

Step 2 — Assign the difference type. Tag each item with one of the 7 categories, such as D1 for timing or D4 for commission. Put unclassified items on a red list and do not make assumption-based corrections until documents establish the cause.

Step 3 — Correct the accounting record. Match a genuinely later credit-card collection to the receivable. Record commission according to the VAT or Banking and Insurance Transactions Tax treatment shown by the provider’s document. If a refund or cancellation changes the taxable base, consider adjustment in the period in which the change occurs under VAT Code Art. 35 and its transaction-specific document conditions. A chargeback record alone may not prove a change in the taxable base. Do not automatically correct an earlier return. If another person’s POS was used, examine document order, the true beneficiary, and contractual compliance together.

Step 4 — File a reconciliation note. For each period, retain a one-page note under three headings: (a) screen total, (b) amount reported on line 45, and (c) breakdown by difference type. If an invitation to explain arrives, the note allows the supporting records to be assembled quickly. If no invitation arrives, it remains part of the period-end closing file.

Two warnings follow. First, do not confuse the VAT-inclusive amount charged to the card with the net amount received after deductions. Second, invitation-to-explain treatment does not generally apply to preliminary findings concerning acts within TPC (VUK) Art. 359. Art. 370/b nevertheless provides an alternative threshold for special preliminary findings that false or misleading documents may have been used. A taxpayer meeting the conditions is invited to explain if the annual amount of the documents does not exceed the current monetary threshold announced for that year or, even if it exceeds that amount, if it does not exceed 5% of total annual purchases of goods and services. The two tests are alternatives; the current threshold must be verified separately because it changes annually through revaluation. This exceptional regime is separate from an ordinary POS/line 45 difference.

Two numerical examples using the August 2026 VAT return

Example 1 — Sale date, credit-card transaction date, and settlement date (illustrative assumption). Assume August 2026 sales of TRY 450,000 plus TRY 90,000 VAT, totalling TRY 540,000, of which TRY 378,000 is charged to a card on 18 August. The cardholder’s repayment to the bank in three instalments, or the bank’s settlement with the merchant on 20 September, does not create a new September POS collection; the provider record shows a transaction dated 18 August. Separately, if a TRY 32,000 receivable from a July sale is collected through a new card charge on 25 August, that TRY 32,000 is also included in August credit-card collections. The line 45 total in the example is therefore TRY 410,000. Reporting TRY 378,000 leaves line 45 understated by TRY 32,000; the correction method in the current e-return application must be confirmed separately. The reconciliation note should show the two transactions on separate lines.

Example 2 — Refund and commission (illustrative assumption). Assume a TRY 216,000 credit-card transaction in August, a TRY 24,000 refund in the same month supported by the required document, and a provider deduction of TRY 3,672. Reconcile the sale and refund movements separately in the POS report. Under VAT Code Art. 35, assess the taxable-base adjustment in August according to the refund’s legal and documentary status. The hypothetical TRY 188,328 is the net bank receipt, not the line 45 amount, and must not replace the gross card charge. Determine line 45 separately from the period scope of the transaction and refund records in the POS report. Determine whether the TRY 3,672 deduction is subject to VAT or Banking and Insurance Transactions Tax from the provider’s document.

In both examples, the reconciliation note can explain the difference in a single sentence. Its three headings become the core of an explanation if the administration issues an invitation.

5. If the administration invites you to explain: the TPC (VUK) Art. 370 calendar

A POS/line 45 difference is not, by itself, a preliminary finding under Art. 370. The invitation procedure may become relevant where no tax audit has begun and no referral to an assessment commission has occurred, an authorised body has made a preliminary finding indicating tax loss, and the other statutory conditions are met. Confirm whether the letter expressly relies on Art. 370; for a general request for information or documents, follow the legal basis and deadline stated in that letter.

DayActionConsequence if omitted
0 (notification)Invitation to explain is served—
0–30Submit the explanation through the method and channels stated in the invitation. Revenue Administration guidance permits a written submission or an oral explanation to the commission; a numbered, documented file is preferableMissing the deadline may forfeit the Art. 370 evaluation opportunity
Within no more than 45 days after a timely explanation (General Communiqué No. 519 and guidance)The Preliminary Finding and Explanation Evaluation Commission reaches a conclusionTrack submission and decision-notification dates separately
Within 30 days after notification of an insufficiency decisionIf required, file or correct the return and pay the assessed tax plus the explanation surcharge calculated at the Law No. 6183 Art. 51 rate. If these conditions are met, the administration applies the tax-loss penalty at 20%The reduced regime may be lost; audit or assessment proceedings may also continue

Build the explanation in three sections:

  • Introduction: Quote the period, amount, and difference identified in the letter.
  • Reconciliation: Present timing, refund, commission, and any third-party POS items side by side. Link each item to an accounting voucher and bank or provider line.
  • Conclusion: State numerically which transaction and document caused the POS difference, the period in which the taxable base was reported, and any correction made.

Illustrative explanation structure (August 2026 VAT Return No. 1, TRY 32,000 difference):

Regarding the explanation requested in your letter dated …/08/2026: line 45 of the August 2026 VAT Return No. 1 shows TRY 378,000, while the POS Transaction Information screen shows TRY 410,000. Our review determined that the TRY 32,000 difference relates to a trade receivable arising from invoice No. 2026/A-0317 dated July 2026 and collected by a separate credit-card transaction in August. The sales base was reported in the July 2026 VAT Return No. 1, but the August card collection was omitted from line 45 for that period. The action taken after checking the current e-return instructions and tax-office practice, together with the supporting documents, is attached.

Attach the screen output, July and August accounting reports, bank statement, and relevant invoices. Keep the explanation concise and number the attachments, but do not omit information or records needed to explain the event.

If the explanation is accepted under Art. 370 and no tax loss occurred, no audit or referral to an assessment commission is made in respect of the preliminary finding. If it is found insufficient and a tax-loss return must be filed or corrected, file or correct the return and pay the assessed tax plus the explanation surcharge at the Law No. 6183 Art. 51 rate within 30 days after notification of the decision. If these conditions are met, the administration applies the tax-loss penalty at 20%; its payment deadline follows its own notification and accrual process.

6. How should the 2025 draft rules on physical and virtual payment systems be read?

In 2025, the Revenue Administration published a draft general communiqué and a revised draft on physical and virtual payment systems. They discuss, among other topics:

  • use of a physical or virtual payment system allocated to the taxpayer,
  • tracking another taxpayer’s payment system in dealership or similar relationships through agreements and notifications, and
  • transition rules requiring banks and payment providers to close non-compliant use and report information to the Revenue Administration.

These drafts must not be used as a direct legal basis for an obligation or penalty unless the current Official Gazette and legislation record confirms a final instrument. Independently of the drafts, use of another person’s POS requires review of the transaction’s true nature, document order, recognition of revenue by the correct taxpayer, the merchant agreement, and payment-services legislation.

Before implementation, confirm the communiqué number, Official Gazette date, effective provision, and transition period from current official records. Do not assume that the final text is identical to the draft.

Practical preparation list

  • Keep the POS → bank/payment-provider report → cash-register/invoice → accounting-voucher chain traceable by transaction number.
  • Inventory the taxpayer and contract to which each physical device or virtual POS account is allocated.
  • In group-company, dealership, or shared-premises collections, confirm that the actual seller, document issuer, and recipient of the money are consistent.

7. Gökay GÜL’s tips, risks, and action list

Gökay GÜL’s note: Monthly reconciliation prevents the POS/line 45 difference from appearing for the first time on filing day. The most useful file is a short table matching each difference to its POS record, invoice, and accounting voucher.

Tip — keep a reconciliation log. If the POS/line 45 difference is reviewed every month, the document chain for any future explanation request is already available. A recurring screen/report × accounting report × difference-type log can reduce the work required later.

Risks:

  • Leaving line 45 at zero or entering an estimated amount may create a need for explanation. Verify the amount, scope filter, and records.
  • Entering the net amount after commission departs from the VAT-inclusive credit-card collection logic in VAT Circular No. 60. Assess the commission separately from the provider’s document.
  • Collection through a POS allocated to another person requires separate review of document order, true nature, and the agreement even today.

Action list:

  1. Before filing this month’s return, download the POS Transaction Information output if the screen provides that option; otherwise retain a screen record showing dates and transaction details.
  2. Export the period-end card-collection report from the accounting system and compare the two tables side by side.
  3. Tag each difference D1–D7. Send any item left on the red list to your tax adviser.
  4. Track the VAT-inclusive amount of credit-card collections on line 45 in accordance with VAT Circular No. 60; assess the commission separately according to the provider’s document and your chart of accounts.
  5. Add the three-heading reconciliation note to the period-end file. It becomes the core of the explanation if an invitation arrives.

Frequently asked questions

The POS total is higher than the return. Does a penalty arise automatically? No. Revenue Administration guidance defines line 45 as information used for audit purposes and unrelated to assessment or accrual. The difference must nevertheless be explained with POS transaction dates, sales and refund documents, bank or payment-provider reports, and accounting vouchers; the tax office may request an explanation for the mismatch.

Why does an instalment sale create a difference, and in which period is it reported? The cardholder’s instalment payments to the bank do not mean that the merchant makes a new POS collection every month. Normally, the total charge on the POS transaction date is used; the date on which the bank settles the amount with the merchant, whether deferred or blocked, is separate. If a genuinely new card charge is made in a later period, that amount is considered in its own period.

For a virtual POS provider’s deduction, is the gross or net amount entered on line 45? Track the VAT-inclusive gross amount charged to the card separately from the net amount received after deductions. Whether the commission is subject to VAT or Banking and Insurance Transactions Tax depends on the provider’s status and supporting document; a bank receipt and a technical intermediary’s invoice must not be treated as the same document.

Why is collection through another person’s POS a separate risk? A POS record is associated with the taxpayer to whom the device or virtual POS account is allocated. Collection through a system allocated to another person must therefore be examined together in terms of the transaction’s true nature, document order, recognition of revenue by the correct taxpayer, the merchant agreement, and payment-services legislation.

I received an invitation to explain. Is the period 30 days or 15 days? 30 days. Under TPC (VUK) Art. 370, the explanation is submitted within 30 days after notification of the invitation. Revenue Administration guidance permits a written explanation or an oral explanation to the relevant commission; in practice, a written, documented file is preferable. Under General Communiqué No. 519 and the guidance, a timely explanation is concluded by the commission within no more than 45 days. If the explanation is found insufficient and a return concerning tax loss must be filed or corrected, the return must be filed or corrected and the assessed tax plus the explanation surcharge calculated at the Law No. 6183 Art. 51 rate must be paid within a separate 30-day period after notification of the decision. If these conditions are met, the administration applies the tax-loss penalty at 20%; its payment deadline follows its own notification and accrual process.
